Yes. GSOPs is a free download on GitHub and is MIT licensed. Since GSOPs 2.0 it can run under the Houdini Commercial license for production use, and you can learn it for free with Houdini Apprentice.

Import/export, WYSIWYG splat editing, cropping, deformation, relighting, color correction, and synthetic training-data generation. Version 2.6 added Solaris and Karma rendering support, and 2.9 added Houdini 21 interoperability with native splat attribute layouts.
